To ease deployment and customization of Psi, sparate any user-specific configuration items from config.xml and put them in user.xml.

From what I can tell this would be just the <accounts> section(s).

Patch is there, together with  FS#50 . Tested, seems to work - but it still requires some more testing (e.g. conversion of old proxy settings, which I can't check).
